Mississippi Considers Legalizing Online Gambling

There will be a lot of focus on New Jersey today as it launches a full suite of online casino products, including online table games, online slot machines, and online poker. Gambling fans are not alone in the audience; so are the lawmakers of would-be Internet gambling states.

Mississippi is one of several states considering legalizing real-money online gambling. Richard Bennett, House Gaming Committee Chairman, said in a Sun Herald article that Mississippi’s 2014 legislative session is going to include hearings and active discussions on Internet gambling.

“I don’t believe we’re going to have anything come out on it this session,” Bennett continued. “It’s just too early right now.”

Bennett is not alone. As with the rest of his cautious lawmakers across the country, attention is focused on Nevada, New Jersey, and Delaware, where Internet real-money gambling is already legal. As you can imagine, everything surrounding Internet wagering is, in fact, a gamble; wait too long and you’ll miss out on potential revenue, jump in too soon and you’ll have a steeper, potentially costly learning curve.

As New Jersey comes online, it becomes more and more clear that federal regulation of some kind will be necessary as legalization on a state-by-state level will clash with federal regulations. With recent estimations stating that Americans spent nearly $3 billion with foreign online gambling sites, the real situation is that Americans are not only comfortable wagering money online, they do it happily. It’s up to state and federal governments to make sure they they can also do it safely.

Soft launch is over: New Jersey Now Live With Online Gambling

While New Jersey is the third state in the country to make the leap into implementing legalized online gambling, it’s the most populous by far; that fact alone makes it one of the reasons Google is nearly drowning in articles about what legalized online gambling means for the Garden State, the country, and our general future.

One of the largest soft launch issues appears to be the accuracy of the geolocation software, which determines whether or not the online user is playing within New Jersey state lines. While some users were locked out by the software when it wrongly determined their location to be outside of New Jersey, it appears that users from at least 23 other states were also denied access when they attempted to play online. Fine tuning the software is inevitable. Also inevitable is the industry’s strict safeguards, which will aim for less risk. This may mean that people living in close proximity to the state’s borders may be locked out until their precise location can be verified.

“It is better to have instances of people in New Jersey being blocked than instances of people being able to gamble from outside New Jersey,” said Lisa Spengler, a spokesperson for the NJ Division of Gambling Enforcement in a Miami Herald article.

New Jersey Amps Up License Approvals

With a set online gambling launch date of November 26th, New Jersey gaming regulators gave preliminary approval to 54 companies that have their sites set on serving the online gambling industry in a supportive roles. They have much fancier titles on their applications, Ancillary Casino Service Industry Enterprises (CSIE) and Internet Gaming Related Vendor Registrants.

Gaining regulatory approval is an important step, especially for the Ancillary CSIE’s as they have direct contact with players and provide services like player verification (primarily identity and age) and geolocation (to make sure players are playing from within NJ state lines).

The Internet Gaming Related Vendors are in large part payment processors like WorldPay and Optimal. These companies will rely on the Ancillary CSIE’s to do their job in verifying identities and player proximity as the sole purpose of payment processors is to make sure money gets where it is supposed to in a correctly documented fashion.

Prior to the November 26th launch, there will be an invite-only “soft” opening beginning on November 21st to make sure all systems work properly and to ensure a confident launch. Once the final testing is complete, the New Jersey Division of Gaming Enforcement will list the online gaming websites that are officially approved. Currently there are five companies listed with approved online gambling permits.

More approvals are expected from the Division of Gaming Enforcement on Friday, November 8th (coincidentally the date of Delaware’s official online gambling launch).

The Countdown is on for Delaware Online Gaming: 24 hours to go

On December 7th, 1787, Delaware became the first state to ratify the Constitution and join the United States. On November 8, 2013, Delaware will again be the first to accomplish something no other state has yet to do: offer a full suite of online casino games to its residents.

While the impact of such an endeavor is yet to be known, Delaware is hoping for nothing short of a miracle to recoup some of its casino losses due to the economy increased competition from neighboring states, and an aging customer base. In order for the state to increase player liquidity and revenue in general, it will have to enter into some compacts with neighboring (New Jersey) and not-so-neighboring (Nevada) states. As Delaware’s current state government has been openly supportive of forming mutually beneficial relationships with other states, it appears it’s only a matter of time before the agreements are inked and approved.
